From October 1, 2026, Meta will charge for service messages—human-agent or third-party AI replies within the 24-hour customer service window—at the same per-message rate as utility and authentication templates in each country. Utility templates sent inside the 24-hour window, previously free since July 1, 2025, also become billable. No volume discounts apply to service messages. Starting August 1, 2026, Meta charges for messages handled by its own Meta Business Agent Platform on WhatsApp at $2.00 USD per 1 million tokens globally. One typical message consumes 20,000–25,000 tokens, equating to roughly 4–5 cents per message. This creates a new billing tier separate from human-agent service messages and standard template messages. No volume discounts apply to this tier. Source ↗

Effective July 1, 2026, Meta raised WhatsApp Business API marketing message rates 15–20% in the United Kingdom, Italy, and Spain. Authentication and utility rates increased approximately 130% in Hong Kong, 42% in Singapore, and 32–65% in Hungary, Romania, and Qatar. Poland was the sole market with decreases: marketing rates fell ~57% and auth/utility ~42%. These markets moved from regional pricing pools to standalone country-specific rate cards. Source ↗

From July 1, 2026, eligible Brazil-based partners and directly-integrated clients must create new WhatsApp Business Accounts (WABAs) in Brazilian Reals (BRL), invoiced by Meta's local entity Facebook Brasil. Accounts created before July 1 must migrate to BRL by June 30, 2027 or face message delivery suspension. Currency Migration APIs became available June 1, 2026 to support the transition. Starting June 30, 2026, Twilio's Messaging REST API rejects new A2P 10DLC campaign registrations that omit PrivacyPolicyUrl or TermsAndConditionsUrl fields. Both must be valid, publicly accessible URLs. Only new campaign submissions are affected; all previously registered campaigns continue unchanged. The change applies to POST /v1/Services/{MessagingServiceSid}/Compliance/Usa2p, and Twilio notes campaigns including these URLs pass carrier review at higher first-submission rates. Meta announced and rolled out Meta Business Agent globally on June 3, 2026 at its Conversations conference in London, with over one million businesses already active at launch. The AI agent handles customer queries, product recommendations, appointment booking, and lead qualification 24/7 in local languages across WhatsApp, Messenger, and Instagram. Meta updated WhatsApp Business API per-message rates for four markets effective April 1, 2026. Pakistan saw the steepest increase: authentication and utility rates rose from $0.0054 to $0.01 (~85%). Saudi Arabia marketing rates increased ~10% to $0.0501. India's authentication-international rate rose ~8.6% to $0.0304. Turkey received the largest cut, with authentication and utility rates falling from $0.0053 to $0.0009 (~83% decrease). Eight new billing currencies (ARS, CLP, COP, MYR, PEN, SAR, SGD, AED) were also introduced on this date. Source ↗

AT&T increased A2P pass-through fees effective April 1, 2026, reflected on May 2026 invoices. SMS MT and MO rates rose $0.0005 per message (~16.7% increase); MMS MT and MO rates rose $0.0015 per message (~20% increase). Increases apply uniformly across 10DLC, standard-rated short code, and toll-free messaging channels. This follows similar fee hikes from T-Mobile and US Cellular that took effect January 19, 2026. POLICYT-Mobile and US Cellular raised US A2P SMS carrier fees2026-01-19
Effective 19 January 2026, T-Mobile increased outbound A2P SMS carrier pass-through fees across long code, toll-free and short code, and US Cellular applied its own A2P pass-through fee updates the same day. In August 2025 several Campaign Registry (TCR) charges for US A2P 10DLC rose, including brand registration, standard brand vetting and campaign verification fees. On 1 July 2025 Meta replaced conversation-based pricing with per-message pricing: each delivered template message is billed individually by category (marketing, utility, authentication) and recipient country, instead of one fee per 24-hour conversation window.
